Steam> Steam tools> Source SDK> Download, install and find some tutorials on it oh and its name is Hammer Editor

in my folders there is no steam tools or steam SDK

It isn't folders...
You obviously have Steam if you have portal... In the new steam, click Library. Then go to tools. Under it, look for Source SDK. Install that. When it finishes, load it up. First time could take a while. Unfortunately, for a lot of people there seems to be a glitch at the moment with Hammer Editor in Portal and Episode TWO. The grids don't show... And 3D view renders improperly. But, when this is fixed, you may enjoy Portal mapping.
May take a while to learn.
And if you are a chronic halo mapper, don't expect any huge customization... The engine is, for the most part, hard coded...

Shouldn't be higher then for the game it self. Might even be lower but I don't know.
