I assume that your HEK is installed at the same folder as your Halo CE, and that you have installed both in the default directory (C:\Program Files\Microsoft Games\Halo Custom Edition):
copy cmd.exe (use the search function in vista to find it) into the folder C:\Program Files\Microsoft Games\Halo Custom Edition.
create a shortcut for that cmd, then place that shortcut on your desktop (or anywhere you want).
right click the shortcut, and click "advanced...", then check the box "run as administrator"
under the compatabilty tab of the shortcut's properties window, go to the section named "privilege level", and select "run as administrator"
click the button "show settings for all users", and in the section "compatability for all users", select the box "run as administrator"
now, you have configured the shortcut, but its not over yet.

run the shortcut, and then type:
tool.exe build-cache-file levels\(the path of your scenario file)
then hit enter.
wait for tool to say "map file compiled" or something of the same sort, then exit tool and run halo.
your map is now ready to play

Go to your debug.txt, copy the last paragraph that says ###FAILED TO LOAD SCENARIO, and paste it here.

Do you have a file called buggiegulch.scenario inside the folder tags\levels\buggiegulch? Make sure it's tags\levels\buggiegulch, and not tags\levels\test\buggiegulch.
