Is it possible to make a building out of pre modeled pieces in sapien. Then have pieces fall off? Like, when a piece takes enough damage it's physics are enabled like in crysis. I know this can be done with vehicle perms.

Well, the falling of the object wouldn't work (unless the falling parts are vehicles), but it could be destroyed and deleted and give damage to the player easily.

Would it lag horribly if i made each piece a vehicle? I want to make a hangar with roof panels and doors that fall off if you hit them.

You could animate it, but that would mean it would have to be scenery, which means no bullet holes in the surface and stuff...

You will never get the physics effect you have in Crysis into Halo. And no, making all the parts into vehicles would not turn out well...

It's possible to Make a building out of vehicles to synch, the lag would be pretty bad unless you have a good computer.

And you could do
"press E to flip wall" I don't see what's wrong with that...

"press E to flip wall" would actually help alot. especially if you stuck under 4 pieces. or if a player comes charging @ you. you would take cover and then flip it before they kill you, making the debris hit them and they would die instantly.

Is there a way to use the"turn physics on or off" method that the havok engine has. I have played around with the engines code before but i don't know if the halo engine utilizes it or not.

Havok is a physics engine. It is incorporated into the game. Halo passes it values and havok calculates the physics stuff and passes it back.

No. It uses stretchy body physics lol. Watch when a guy dies on the ledge and hangs down.
