Open them in guriella. Change all the tag references in red to a valid file. In other words, all the file references that have red text, look for the correct file. Off of memory, I think the weapons are the problem. Probably more, but im too lazy to look.

If there wasnt, you would be able to place them in sapien :\

After downloading and opening the h2 elite tags, the invalid tag, there is only one, is the arbiters teeth bitmap. To fix this, you have two options. Download the arbiter tags associated with this and put it in your tags folder. Esentially that should fix the problem. An easier way would to open the h2 elite's gbxmodel, located here: "<haloce root>\tags\delta4907\characters\h2elite\" There, you would scroll down to the very bottom to where it says shaders. In the drop down box to the right of shaders, select arbiter_teeth and delete it. Problem solved.

You don't want to delete it. Then, he'll have no teeth. Instead, open up the shader model, and direct the missing bitmap to the one in the arbiter folder.

Missing tags, check debug, find tags missing, create / extract missing tags.

Unless you have the complete arbiter folder, which is somewhere on this site, the bitmap doesnt exist.
