If you open and load the Java FTP applet and get a connection failure then your firewall or internet security program is blocking port 21 for FTP transfers. You need to allow port 21 in your firewall.

It all depends on what firewall you are using. For Windows firewall in vista open control panel > Windows firewall > Allow a program > Exceptions tab > add a port > enter FTP port 21 check TCP. This assumes your windows firewall is running and has not be usurped by your internet security program.
