Yes you have extract the map recursively with hek plus (you must have Halo editing kit first) than open the scenario with sapien go to AI>encounters and delete all the stuff than save,compile your scenario in tool with command prompt,launch halo ce and play

If you're on devmode, you should be able to type ai_kill_all or ai false.
