As an example, let's say I wanted to remake the Halo 2 campaign (I don't intend on doing this of course), but I wanted it to play smoothly like the default CE campaign does, transitioning from level to level without devmode and loading through a UI.
Heck you could have a custom ui.map with all of your maps in Halo CE Portable, and it would be kind of like a separate game.

From the EULA, this seems to say HaloCE Portable is legal:
• Reproduction and Distribution. You may reproduce and distribute copies of the SOFTWARE PRODUCT; provided that a) each copy shall be a true and complete copy, including all copyright and trademark notices; b) each copy shall be accompanied by a copy of this EULA; and c) such distribution shall not be for commercial purposes.
And I think this seems to say HaloCE Portable is illegal:
• Separation of Components. The SOFTWARE PRODUCT is licensed as a single product. Its component parts may not be separated for use on more than one computer.
Component parts?? What's that supposed to mean.
If I'm interpreting this correctly, HaloCE Portable is legal as long is you include the EULA in a zip archive or something. Edited by Xoronatus on Jan 29, 2012 at 10:12 PM

The "portable" copies are not true or complete they are hacks specifically designed to bypass the requirement for registration.

So to answer your question, yes. I'm pretty sure there are scripts you can put in single player maps that make them transition from one to the next smoothly. It's been done in the custom Covert Ops campaign. Is that what you mean?
