If each face is 64x64 and you arrange them into a format that CE likes,
the bitmap would be 256x192.192 is not a power of 2 unfortunately.

Do you make each a face a separate tiff or do you put them all in one?

You dont need to make the border blue.

Make a new image that is 256 wide x 192 high.
Make the bottom layer pure blue.
Add the 6 (64x64) images and arrange them properly.
Save tiff.
Compile.
Change the bitmap type to cubemaps.
Compile again.
