I have been looking everywhere for a solution but I can not seem to find anything. I tried this solution, http://hce.halomaps.org/index.cfm?fid=6384 but it did not work.
Please help. If possible to remove the white bars that are misaligned, please tell how. Thanks!

since it's a tag, you have to compile it into a map you've made yourself

PPF mods probably. But I don't know if there's an alternative to HHT(what you'd use to make PPF patches) that works for custom edition.

But then there's the fear of HCE registering it as a completely different map once the sniper HUD is replaced/injected in...(which would mean, only people you give the NEW map to can play on it): don't know <

I've actually had that for a very long time, still cant figure out whats up with it either. Its entirely possible it comes from a corrupted bitmaps.map file (atleast that's my best guess)

This is a problem with HAC2's hud scaling. It can be fixed in the map by changing multitex overlays anchor to center or something, haven't tried it myself.

I would say no to that because I've had that issue even before I started using HAC2

Yes there is also issue without hac2 but hac2 makes it even worse, just like in your picture.

Multilex overlays are scaled according to the side or position they are placed. If they are 'centered' then scaling basically has no effect, but if (as I know) the sniper ticks are set to 'left' and 'right', then the scaling has some serious consequences to those. I've released a fix for the ticks for CE somewhere on this site before, and I could possibly fix it for PC using HMT, but I'm not even sure if HMT can edit multilex overlay values.

I guess your only solution is to not use the HUD scaling. I know I don't.

This issue has spawned because the sniper ticks are drawn from the left instead of the center, so when you use hud scaling the coordinates will be scaled to the left too.
