Does Halo CE support vertex colors, or would I have to render all of that to a texture? I have an idea for a map, and I usually just paint in all of the colors and bake in the radiosity solution to one vertex color channel.

You need to use textures.

Vertex colour isn't natievly supported though you should be able to vertex paint or poly paint your bsp, unwrap, render unwrap template, then use a colour selection mask to assign textures to a specific part of your uvs in photoshop.
