After you model the fence you need to physically attach the fence to the bsp because of the Halo ce sealed world rules. Here is a tutorial on how to attach bases: https://m.youtube.com/watch?v=8TNMisDuXK4

You don't.


That would be an intense waste of geometry.


The fence scenery is actually just a simple plane with a wire mesh texture applied. The reason you can see through it is because the texture has partial transparency (alpha channel) applied between the metal knots
