What scenario are you trying to load, did you mess with the starting equipment?
Try using this tagset.

Edit: Did you use opensauce tools to open the scenario before? Normal sapien cannot open scenario files saved by opensauce sapien.

I do not believe so, because i am having problems with all scenario files. I tried using your tagset and deleting every thing in guerrilla but it still is not working.
Edit: This all started happening when i downloaded SPV3 and it had me use amisou to download opensauce do you think that could be the problem?

If it's regular sapien it's probably crashing simply because your computer has multiple cores.

You can set its affinity from task manager or use third-party programs to patch it for uniprocessor

If you're using OS sapien, then i'm guessing then that that's the wrong debug file and the one OS writes to is <yourDocuments>/My Games/Halo CE/OpenSauce/Reports/debug.txt

try this:

1) right click on sapien
2) go to properties
3) go to compatibility tab
4) make sure these are "checked'
5) windows 8 + disable fullscreen optimizations + run as admin then hit apply
