The conversations about the old days being better actually made sense, say... half a year ago.
However, now we have new and awesome blocks against aimbots and the likes as well as no lead mods and of course OS.
So actually, if we even had any players on the decent servers, today should be far greater than the 'old days'.

It's being built for tablets so as long as your graphics card is less than a decade old, it'll probably be fine.
I still don't think this is similar to the Vista situation.
It is likely just that they don't want to anger customers that use W8 on both phones/tablets and PC because they promised a unified structure.
As both consoles are rumoured to use the same APU, which is a CPU and a GPU on the same chip, their specs must be almost the same, assuming those rumours are true. The only difference is the RAM, though it's yet to be seen whether Sony's managed to overcome GDDR5's issues.

Also, the PS4 has the same policy for used games as the Xbox One. Publishers or developers can decide whether or not to use DRM. I doubt that they'll use DRM on the Xbox One if they don't on the PS4 so there's no difference on this part.

Anyway, the robe probably belongs to a different character. When I saw it, I thought it was likely Keyes or another UNSC general, having lost transport and all methods of communication, searching the desert for Masterchief. Maybe Masterchief's been buried in the sand and the helmet is cracked because a powerful enemy has managed to break through his armour and he now needs allies such as the robed man.
Well, might be a bit vigilante, but it should be possible for an admin, provided with at least part of a reciept, to be able to ban the original owner of a used copy of the game if they're spotted using the original cd key.

Amazon appears to have pretty cheap copies of the game.(If you're in the US, might be hard to find it, look under 'PC Action Games'. UK site's so much better :/)

Yeah, OS 3.1 has new defaults as stated above. I had to change my settings back too. Pretty annoying.
Hopefully Kornmann might get around to an auto-detecting system eventually to check if your graphics card supports the Shader Version required for each feature.
