Did you make this or did you extract it from some game? It looks like a character from some anime.... i can't think of the name of the anime though... They called her something like err... Black rock shooter? Or was that the name of the anime....? or was it both....? I don't remember. If it's not.... then i fail. -_-

The fact that the game uses Unreal Engine 3 pretty much does more than half the work.

I like this idea, but can you make it so the player can only move forward and backwards (jumping/crouching included, of course) but disable their ability to turn? That would make aiming a lot easier from a sidescrolling perspective.

You definitely want to fix up the triangles and 5+ sided polygons over there on the side. Using turbosmooth/meshsmooth, you almost always want 4 sided polygons only.

Imported into Blender using a plugin, then reexported for 3ds Max.
Yea its the DT version.

Its a re rig, since there were too many bones.

Working on the hair and skirt and other stuff you dont see there.

It probably looks like that because it probably isn't rendered through Forza 4, or incomplete. It certainly isn't up to par with the visual quality of the other cars in the game.
